A request for information must meet the following criteria: it must be submitted only in writing, include the applicant's identifying details, be received from a member of the general public, and the applicant must clearly state that it is made “pursuant to the Freedom of Information Law.”
A telephone inquiry is not considered a request for information under the Freedom of Information Law.
What constitutes a (regular) inquiry?
An inquiry in writing or by telephone to clarify a matter or issue, or a written inquiry that is not processed under the Freedom of Information Law.
Review and Response Time
The application for information is examined within the timeframes prescribed by law, whereby the public authority must respond to the applicant within 30 days.
However, the head of the public authority may extend the response period by an additional 30 days, and in special cases, a further extension of up to 60 days may be granted (a total of up to 120 days for handling the request).
Information Concerning a Third Party
If the requested information pertains to a third party and there is a concern that disclosure may harm that third party, the authority must contact that party and allow them to object to the disclosure within 21 days.
Reaching out to a third party extends the processing time by an additional 21 days.
If the third party’s objection is rejected, they may appeal the public authority's decision. In such cases, the information will not be disclosed to the applicant until this right has been fully exhausted.

Hand delivery at the company’s offices
Application fee: NIS 24 to file a request for information.
Handling fee: NIS 36 per hour for each work involved in locating, sorting or otherwise processing the information, starting from the fourth hour.
